Silvertip Tetra not looking well

My Silvertip Tetra is not looking too well (see photo). Could someone identify what is wrong? The PH and other level are all fine in the tank.

Ps the tank water is green because I am treating it with Blue Planet Multi Care as all my guppies were dying with fin rot. The Silvertip Tetra was already thin before treatment.
